South Lanarkshire Citizens' Panel

The South Lanarkshire Citizens' Panel was established in 1998 in partnership with the following organisations:

bullet NHS Greater Glasgow and Clyde
bullet NHS Lanarkshire
bullet South Lanarkshire Community Safety Partnership
bullet Communities Scotland

A steering group featuring representatives of each of the partner organisations manages the Panel.

Each of the five partners contributes £4000 every year giving an annual budget of £20,000 which enables the group to maintain the panel, refresh it when appropriate, undertake a quality of life survey every two years, and issue an annual newsletter to every Panel member. In addition the Panel is used as a population resource for partners to undertake research through surveys, focus groups etc but this research is funded separately.

The Panel currently has 2000 members which is split into four mini panels of 500 members in each of the four main geographical areas of South Lanarkshire : East Kilbride , Hamilton , Clydesdale and Rutherglen/Cambuslang. A third of the Panel is refreshed every eighteen months with those having served the longest being retired from it.

The steering group agree a programme of consultation for the year with no more than four full panel surveys being carried out in any twelve months. This is to guard against survey fatigue. However the Panel can be used for focus groups, workshops, or targeting of specific groups. Almost three quarters of the Panel have intimated an interest in taking part in face-to-face consultation, and recruitment for these types of projects is not a problem.

To establish baseline information and track changes in views, needs and priorities over time

A newsletter is sent to each Panel member once per year giving an overview of each consultation project that has been carried out, and what the Partners are doing as a result of the findings.
